Employment records are transitioning to electronic format. Commentary from the Deputy Minister

The question of innovations in the rules for maintaining employment records was raised by Deputy Elvira Surabaldiyeva. On January 22 of this year, the parliament began reviewing amendments to the labor protection law in the first reading. During the discussion, she noted that on December 8, 2025, the government adopted a resolution that cancels the rules that have been in effect since 2003.

The Deputy Minister of Labor reported that the main change is the transition to electronic employment records.

“This provision was included in the Labor Code, which was adopted in January 2025. Based on this, Order No. 345 was issued. The transition to electronic format affects both the public and private sectors,” he clarified.

In addition, a database will be created in the "E-Kyzmat" system, where all necessary information will be stored.

“All main provisions remain the same. The main change is that the electronic record will be placed on a specialized platform, where a personal electronic account will be available for each employee. All actions will take place through this account. No other changes are provided; all provisions are preserved,” the Deputy Minister added.
