In Russia, liability may be introduced for citizens who do not notify about their residence permit.

In the Russian Federation, the introduction of criminal liability for citizens who do not notify the embassy about their residence permit or foreign citizenship is being discussed. The relevant draft has been posted on the regulatory acts portal.

According to a proposal from the Ministry of Foreign Affairs of the Russian Federation, Russians abroad who acquire foreign citizenship or a residence permit will be required to report this within 60 days of obtaining the new status.

Failure to comply with this requirement may result in fines of up to 200,000 rubles or compulsory labor of up to 400 hours in accordance with the article of the Criminal Code concerning the failure to fulfill the obligation to notify about citizenship or residence permit.

Currently, Russians are required to notify about the presence of a residence permit or citizenship of another country within 60 days after returning to Russia. If the law is adopted, citizens who acquire foreign status before the amendments come into force will have to notify the consulates by January 1, 2028.
