In Kyrgyzstan, there is an average of 21,000 people per lawyer, as stated by Deputy Minister of Justice Orozbek Sydykov at a meeting of the Jogorku Kenesh Committee on Constitutional Legislation on January 27.
In comparison, in the United States, this figure is approximately 300 people per lawyer, while in European countries it ranges from 500 to 2,000 people.
Sydykov noted that the shortage of lawyers is particularly acute in remote and densely populated areas, where there is often a lack of specialists to provide qualified legal assistance.
In this regard, the proposed bill includes the introduction of a localized license for lawyers, which will allow specialists to work in specific regions on a voluntary basis within the framework of the state legal aid system.
He added that this initiative aims to ensure access to qualified legal assistance for all citizens and to eliminate regional imbalances in this area.
At the meeting of the Jogorku Kenesh Committee, changes to legislation regarding the licensing of legal practice, the system of guaranteed legal aid from the state, and the procedure for collecting membership fees from lawyers were discussed.
