The municipal institution "Kolomto" carries out activities for the social protection and rehabilitation of citizens without permanent housing. This center, located in the Pervomaisky district, has a capacity for 70 people, but daily assistance is provided to between 70 and 100 homeless individuals. This information was presented in the Program for the Development of Social Protection of the Population of the capital, Bishkek, for the period 2026-2028.

Funding for "Kolomto" is provided from the local budget, and the institution offers its clients temporary accommodation and free one-time meals. Each person is allocated 70 soms per day. In addition, the center conducts medical examinations, which include fluorography, tests for the Wasserman reaction and HIV, as well as initial sanitary processing—washing, treating wounds, and changing clothes.

“Kolomto” also provides the homeless with humanitarian clothing and assists elderly individuals in accessing boarding-type institutions. Throughout the year, the center provides services to approximately 1,500 homeless people.

As of the end of 2024, 2,442 homeless individuals utilized social services, of which 284 restored their documents, 149 returned to their families, 74 were referred to hospitals, and 1,110 received outpatient treatment.

During the winter season, temporary shelters open in Bishkek, which can accommodate up to 100 homeless individuals daily.

Among the main areas of work of the center is the implementation of services for the reintegration of the homeless into society. Plans also include identifying a land plot and designing a new urban rehabilitation center for the homeless.

In the future, the construction and equipping of an urban center is planned, which will be able to accommodate 200 people and provide a wide range of social and rehabilitation services for individuals without a permanent place of residence.
