In Russia, migrants with patents may be prohibited from changing jobs in the first year

A legislative initiative from the LDPR, led by Leonid Slutsky, has been submitted to the State Duma. According to this bill, migrants who arrive in Russia on a patent must remain at the same workplace for at least a year, without the right to change employers or work part-time. The text of the document is available in the Duma's electronic database.

It is proposed to amend Article 13.3 of the Law "On the Legal Status of Foreign Citizens in the Russian Federation." According to the new rules, if a migrant decides to terminate the employment contract before the end of 12 months without legal grounds for further stay in the country, their patent will be annulled, and they will be required to leave Russia.

In cases where the contract is terminated for valid reasons, such as the liquidation of the employer, the emergence of extraordinary circumstances, or non-payment of wages, the employee will be given 30 days to find a new employment contract.

The authors of the bill believe that this measure will help reduce employee turnover in sectors such as construction, agriculture, and housing and utilities, increase the responsibility of both migrants and employers, and improve migration administration.
