Zakharova: Kyrgyzstan has not filed a lawsuit in the EAEU court regarding migrant health insurance

At the briefing on January 30, Maria Zakharova noted that media claims about filing a lawsuit are incorrect. She also added that the Kyrgyz side quickly confirmed this information.

According to Zakharova, in November 2025, Bishkek sent a request to the EAEU court to clarify the provisions of the union treaty in the context of mandatory health insurance. This procedure involves the court preparing an advisory opinion, which is of a recommendatory nature.

The issue of health insurance within the EAEU has long been on the agenda, and it is related to differences in the interpretation of the treaty signed on May 29, 2014, as well as to law enforcement practices in the member countries.

Specifically, in Belarus, there is no system of mandatory health insurance, in Armenia it is in the implementation stage, while in Kyrgyzstan and Kazakhstan it is already functioning but significantly differs from the Russian model. Zakharova emphasized that access to mandatory health insurance in Russia is available only to labor migrants from EAEU countries, while their family members do not have such rights.
