Claim or clarification: The Russian Foreign Ministry on Kyrgyzstan's position in the EAEU Court

As reported by Maria Zakharova, the official representative of the Ministry of Foreign Affairs of the Russian Federation, Kyrgyzstan has not filed a lawsuit in the EAEU Court. According to her, this is not about a legal process, but rather a request for clarification of the provisions of the Eurasian Economic Union Treaty concerning mandatory health insurance for the families of labor migrants.

Zakharova emphasized that the issue of health insurance has been discussed for a long time due to various interpretations of the agreement's provisions. Russia, along with Kyrgyzstan, is awaiting a decision from the EAEU Court regarding the issuance of mandatory health insurance policies for the family members of migrants.

She also pointed out the existing differences in the healthcare systems of the member countries of the union. For example, in Belarus, mandatory health insurance is absent, while in Armenia, its mechanisms are in the process of being launched. In Kyrgyzstan and Kazakhstan, the mandatory health insurance system is functioning, but it significantly differs from the Russian model.

It is important to note that in the Russian Federation, access to mandatory health insurance is available exclusively to workers from EAEU member states, while their families are not included in this system.

Kyrgyzstan had previously approached the EAEU Court with a question about why Russia refuses to issue mandatory health insurance policies for the family members of labor migrants. The government of Kyrgyzstan emphasized that this inquiry is related to the need for a legal interpretation of the provisions of the EAEU Treaty.
