The FOMS explained why Kyrgyzstan appealed to the EAEU court regarding health insurance issues for labor migrants.

The Mandatory Health Insurance Fund of Kyrgyzstan provided comments regarding its appeal to the Court of the Eurasian Economic Union, which concerns the rights of working citizens of the country and their families in the EAEU states.

As stated by the Chairman of the Mandatory Health Insurance Fund, Azamat Mukhanov, at a meeting of the Committee of the Jogorku Kenesh on labor, health, women's affairs, and social issues, the discussion focused on measures to protect the social rights of Kyrgyz citizens within the Union.

The appeal to the court was initiated at the request of the Cabinet of Ministers of the Kyrgyz Republic and submitted through the Judicial Representation Center of the Ministry of Justice. It aims to clarify the provisions of paragraphs 3 and 4 of Article 98 of the Treaty on the Eurasian Economic Union, signed on May 29, 2014, regarding access to social security, including mandatory health insurance for the family members of labor migrants from the EAEU member states.

The Fund emphasized that Kyrgyzstan fulfills its obligations within the Union. In particular, family members of workers from the EAEU who are legally present in the republic have access to medical assistance through the mandatory health insurance system in accordance with the State Guarantees Program.

At the same time, the Kyrgyz side consistently raises the issue of providing similar access to the family members of working citizens of Kyrgyzstan in other EAEU states on a regular basis within the working bodies of the Union, intergovernmental commissions, and consultative platforms.

The Mandatory Health Insurance Fund added that the appeal to the EAEU court is part of the dialogue within the integration association and aims at legal clarification and uniform application of the norms of the EAEU Treaty.
