At the meeting of the Committee of the Jogorku Kenesh on Health, Labor, and Social Issues on January 27, Deputy Minister of Health Aibek Matkerimov emphasized that citizens have the right to free medical services in state institutions. This also applies to preferential services funded by the state under the program of state guarantees.
The Deputy Minister clarified that mandatory health insurance payers are individuals who have reached the age of 16. However, according to the Code on Children, minors are recognized as individuals under the age of 18.
In this regard, it is proposed to amend the law to allow deductions from the state budget for citizens until they reach the age of 18.During the discussion, Deputy Gulnara Baatyrova noted that there is only one type of policy in the country — the standard one. She suggested creating new options for policies.
Azmat Mukhanov, head of the Mandatory Health Insurance Fund, reported on plans to introduce a travel policy and voluntary insurance.
"We are currently holding meetings to discuss issues related to the volumes and packages that will later be submitted for consideration," he added.
According to him, the right to health insurance is held by working citizens, pensioners, children, students, military personnel, and people receiving benefits. Citizens without a mandatory health insurance policy can access 12 basic types of tests, while those who are insured can undergo 40 types of tests and treat cavities for free.
Mukhanov also noted that by the end of 2025, 200,000 policies had been issued for a total of 702 million soms.
