
During the discussion at the meeting of the budget and finance committee of the parliament, Deputy Dastan Bekeshev proposed that the authorities reconsider the timeline for increasing contributions for alternative service. He suggested introducing a one-year moratorium on new tariffs, pointing out that the current inflation creates an unbearable financial burden for the population. Bekeshev noted that the sharp rise in the standard of living has already caused social tension, and now is not the best time for such reforms.
The deputy also emphasized the growing social inequality that the proposed law would exacerbate. He stressed that for wealthy citizens, the amount of 75,000 soms would not pose a significant obstacle, while for low-income families, such a "purchase" of a military ticket could turn into a real disaster. Bekeshev called on his colleagues to seek a compromise, suggesting that they approve the concept in the first reading but with the condition of postponing its implementation for at least a year to wait for the stabilization of the situation and the completion of the presidential elections.
The parliamentarian also noted the clear gap between official economic indicators and the real life of citizens. He pointed out that, despite reports of GDP growth, ordinary people are facing unprecedented increases in prices for basic food products. In light of data from the Ministry of Defense, which indicates that revenues from alternative service are already increasing (750 million soms in 2025 compared to 714 million the previous year), Bekeshev believes that current budget revenues are quite sufficient and calls for not increasing financial pressure during this sensitive period.
