At the meeting of the committee of the Jogorku Kenesh on industrial policy, transport, the fuel and energy complex, architecture, and construction on February 3, Kongantiev raised the question of who approved the rates at which employees of the Ministry of Construction receive their salaries. The response came from Deputy Minister Talant Imanakun uulu, who explained that all employees are fully self-sufficient and pay taxes. He also mentioned that there is a government resolution regarding the registry of paid services, the cost of which is determined by the Antimonopoly Regulation Service.

Kongantiev added that this issue should be discussed during the government hour.

“An organization with controlling and administrative functions finances itself. This can lead to monopolization and corruption. If this continues, let's transfer the Ministry of Internal Affairs and the Prosecutor's Office to self-sufficiency. History has seen similar cases where special accounts existed in the Prosecutor's Office. Why were they abolished? Because the Prosecutor's Office, during audits, primarily replenished these accounts. I believe this is a precedent. If today it’s the Ministry of Construction, tomorrow it could affect the Ministry of Energy and other agencies. The approach itself is incorrect. I support high salaries for qualified specialists; there are few of them, and they need to be attracted. But the financial management mechanism and, most importantly, the methods of obtaining these funds need to be reviewed,” noted the committee chairman.
