Protection of Personal Data is Lagging Behind the Development of AI and Technologies

At a meeting of the relevant committee of the Jogorku Kenesh, it became known that the legislation of the Kyrgyz Republic is lagging behind the rapid development of technology. The State Agency for the Protection of Personal Data acknowledged the existing gaps in this area.

Deputy Gulai Mashrapova noted that the implementation of artificial intelligence in companies that handle citizens' personal data raises serious concerns. She asked what measures are being taken against organizations that may violate personal information protection rules by using AI.

Deputy Director of the agency Kylimbek Madalbekov confirmed the existence of this problem and emphasized that regulating such issues is a complex task.

He added: “The development of technology is happening much faster than we can adapt legislation to it. Currently, we are studying international experience to align the activities of such companies with established norms. One possible solution could be mandatory labeling of content created using neural networks to ensure the protection of citizens' data.”

At present, there have been no recorded cases in Kyrgyzstan of accountability for the improper use of AI in the processing of personal data.

It should be noted that today the committee of the Jogorku Kenesh on science, education, innovative development and information technology, culture, sports, and youth affairs is reviewing the report on the work of the State Agency for the Protection of Personal Data.
