“Today, on behalf of President Trump, we announce the launch of the second phase of the 20-point plan aimed at ending the conflict in Gaza, which includes a transition from a ceasefire to demilitarization, technocratic governance, and reconstruction,” he wrote on X.
According to the American official, this phase involves the establishment of a temporary administration and the initiation of procedures for demilitarization and reconstruction of the region. He also noted that the U.S. expects HAMAS to fulfill its commitments, including the return of the body of the last deceased hostage.
It is worth recalling that in September 2025, Israel and HAMAS signed agreements on the first phase of the peace process, under which all hostages were to be released, and Israeli forces were to withdraw to agreed lines.
The White House published a plan for the settlement in Gaza, which includes 20 points and envisions the introduction of temporary external governance with international participation. Indirect negotiations on the implementation of the first phase of this plan took place in Egypt.
The second phase includes the withdrawal of the majority of Israeli forces from the Gaza Strip, the introduction of international stabilization forces, and the creation of a new administrative structure. According to the U.S. proposal, it will be headed by a Council of Peace, composed of about 10 leaders from Arab and Western countries.
