Recently, a declaration on security guarantees for Ukraine was signed in Paris; however, its content turned out to be shortened compared to the initial draft, according to information from the European publication Politico. The latest version removed certain provisions concerning the United States, as noted by RBC.

The document, which Donald Trump's special representative, Steve Witkoff, characterized as an important step towards resolving the conflict, states that the US will provide assistance in monitoring and verifying the ceasefire regime. However, the new version lacks mentions of American participation in multinational forces necessary for achieving deterrence.

A section stating that the US "will support multinational forces in case of their attack and provide assistance in intelligence and logistics" was also excluded.

The signed agreement consists of five main points, including long-term military cooperation with a "coalition of the willing," as well as the restoration of the Ukrainian armed forces and funding for arms purchases for Kyiv.

Speaking about multinational forces, French President Emmanuel Macron noted that they are planned to be deployed in western Ukraine, away from the current line of contact of troops. However, not all participants in the negotiations agree with this approach. For example, German Chancellor Friedrich Merz expressed the opinion that German troops can only be located in one of the neighboring NATO member countries.

British Prime Minister Keir Starmer also stated that his country, along with France, intends to establish military bases throughout Ukraine.

Vladimir Putin has repeatedly emphasized that the deployment of foreign contingents in Ukraine has become one of the reasons for the conflict. At the plenary session of the WEF-2025, he noted that such a contingent, appearing during hostilities, would become a legitimate target for defeat.

The signed document specifies that foreign forces can only be deployed after a peace agreement is concluded.
