As part of this resolution, key instructions regarding the formation and execution of program budgets, as well as the monitoring and evaluation of the effectiveness of budget and small programs, are introduced. In addition, an updated calendar schedule for the budget process and a list of government bodies responsible for preparing the program budget have been approved.
According to the new resolution, expenditures carried out by the executive authorities listed in the appendix will now be considered programmatic and formed using new methods. Unified rules will be applied for monitoring and reporting on these programs.
The Ministry of Finance has been tasked with integrating tools for the preparation, monitoring, and evaluation of program budgets into existing digital platforms, which should enhance the transparency of public financial management.
