Atambaev questioned the work of the High Technology Park


On January 26, a lively discussion about the work of the High Technology Park (HTP) took place at a meeting of the relevant committee of the Jogorku Kenesh. Deputy Seyidbek Atambaev expressed doubts about the tax efficiency of the IT sector, noting that despite the multi-billion revenues, budget contributions do not look so impressive.

According to information presented by the parliamentarians, over its 12 years of existence, the Park has transferred about 1.1 billion soms to the treasury. Atambaev added that significant growth in tax revenues has only been observed in the last three years (from 2022 to 2025), while sales volumes in the sector are growing much faster. For example, in the first nine months of 2025, the revenue of residents exceeded 11.4 billion soms.

In response to the criticism, HTP Director Aziz Abakirov stated that the mentioned billions represent the total income of all IT companies within the park. According to his preliminary estimates, the export of digital services could reach 16 billion soms by the end of 2025.

Abakirov also provided several arguments in defense of the IT industry:

1. Zero costs for the state: No funds from the republican budget were spent on the creation and development of the HTP.

2. High efficiency: Over 12 years, only 3000 specialists have contributed about 40 billion soms to the country's economy.

3. Minimal investments: The industry demonstrates significant growth with almost no state funding.

Despite the arguments presented, the question of the balance between the preferential regime for programmers and their actual contribution to the state budget remains open. Deputies plan to continue monitoring the development of this sector of the economy.
