It was previously revealed that law enforcement agencies in the region uncovered a criminal group engaged in the production of fake certificates of completion from driving schools. Directors B.T. and M.A. illegally received between 40,000 and 120,000 soms through intermediary I.T. for fictitious training courses. The perpetrators registered citizens on the state portal and issued them fake documents without conducting actual classes. According to the investigation, 244 people were enrolled through one intermediary, and the total damage amounted to 2,760,850 soms.
In connection with these events, a criminal case has been initiated under Article 379 of the Criminal Code of the Kyrgyz Republic. All organizers of the criminal scheme, consisting of three individuals, have been detained.
Investigative actions also revealed that the group, led by the previously detained I.T., was engaged in the illegal registration of vehicles arriving from neighboring countries based on forged documents. They were assisted by employees of the State Center for Vehicle Registration and Driver Training (GЦ РТСВС), who facilitated the fictitious entry of data into registration databases and the registration of vehicles using forgeries.
During the further investigation, the involvement of employees from the Bishkek city department of GЦ РТСВС in these violations was established. In particular, chief specialist S.D. and specialists K.U. and U.A., born in 1997, were also found to be involved in the illegal registration of vehicles.
All mentioned individuals were detained in accordance with Article 96 of the Criminal Procedure Code of the Kyrgyz Republic and placed in a temporary detention facility. The court has decided on a preventive measure in the form of one month of imprisonment.
The investigation is ongoing, and necessary investigative actions are being conducted to clarify all circumstances of the criminal activity and to hold those responsible accountable.
