
A citizen, G.A., born in 1993, has been detained in the Chuy region on suspicion of failing to pay wages to workers involved in the construction of a small hydropower plant. The investigation revealed that he hired local residents to perform concrete work on a site owned by the company A.G.E., but about 25 workers were left without pay for November and early December 2025.
According to law enforcement agencies, G.A. began his activities as a subcontractor in October 2024 based on a verbal agreement. To do this, he registered as an individual entrepreneur in the name of his wife, E.K., and issued a power of attorney. During the course of the work, about one hundred residents of the area were involved in the project, to whom payment of 200 soms per hour was promised.
The investigation established that during the specified period, 7,200 cubic meters of concrete work were completed, as well as other construction activities. The total amount received by G.A. from the company A.G.E. was 43,446,878 soms, of which 3,115,000 soms were paid in taxes.
In connection with the incident, a criminal case has been initiated under Article 209 (Fraud) of the Criminal Code of the Kyrgyz Republic. The suspect has been detained and placed in a temporary detention facility.
The investigation is ongoing.
