In the Chui region, a suspect has been detained for failing to pay wages to workers involved in the construction of a small hydroelectric power station.
According to information provided by the Main Internal Affairs Directorate of the Chui region, on December 26, 2025, a resident of the Moscow district, I.E., born in 1989, reported to the police. He stated that a citizen, G.A., starting from 2024, had engaged 25–30 workers to perform concrete work on the construction of the hydroelectric power station in the Ak-Suu gorge, but wages for December 2025 had not been paid, despite an established rate of 50,000–60,000 soms per month.
A criminal case has been initiated regarding this incident under Article 209 (Fraud) of the Criminal Code of the Kyrgyz Republic.
The investigation revealed that G.A., born in 1993, began performing concrete work on the HPP-1 and HPP-2 projects for the company "A.G.E." in October 2024, acting as a subcontractor. The cost of one cubic meter of poured concrete was 5,500 soms, and a sole proprietorship was registered in the name of his wife, E.K., with a power of attorney issued for business operations.
About 100 local residents were involved in the work, earning 200 soms per hour. However, from November to December 8, 2025, about 25 workers did not receive their wages.
According to the investigation, during the specified period, 7,200 cubic meters of concrete work were carried out, as well as other construction operations. The total amount received by G.A. from the company "A.G.E." was 43,446,878 soms, of which 3,115,000 soms was paid in taxes.
In accordance with Article 96 of the Criminal Procedure Code of the Kyrgyz Republic, G.A. was detained and placed in a temporary detention facility.
