On December 26, 2025, a local resident, I.E., born in 1989, filed a collective complaint with the police of the Moscow district. He reported that since 2024, a citizen named G.A. had attracted 25-30 workers to carry out concrete work on the construction of the hydroelectric power plant. However, the salary for December of last year, set at 50,000-60,000 soms per month, has still not been paid.

Based on this fact, a criminal case was initiated under Article 209 "Fraud" of the Criminal Code of the Kyrgyz Republic.
During the investigation, it was revealed that G.A., born in 1993, acted as a subcontractor, performing work based on a verbal agreement with the company "A.G.E." at the sites of HPP-1 and HPP-2. The cost of the concrete work amounted to 5,500 soms per cubic meter. To conduct business, this individual entrepreneur was registered in the name of his wife.
About 100 local residents worked on the construction, who were paid 200 soms per hour. However, from November to December 8, 2025, salaries for approximately 25 workers were never issued.
The investigation established that during the specified period, 7,200 cubic meters of concrete work were completed, as well as other types of construction work. The total amount received by G.A. from "A.G.E." was 43,446,878 soms, of which 3,115,000 were paid in taxes.
G.A. was detained in accordance with Article 96 of the Criminal Procedure Code of the Kyrgyz Republic and placed in a temporary detention facility.
