In his speech, Tokayev emphasized that this initiative will allow for the completion of the political structure that has been forming over the past several years. He stated: "The establishment of the vice presidency of the Republic of Kazakhstan and its enshrinement in the Constitution is an important step."
The president clarified that the vice president will be appointed with the consent of a simple majority of votes in parliament, and his powers will be determined directly by the head of state.
Tokayev also noted that the vice president, acting on behalf of the president, will represent Kazakhstan at international forums, conduct negotiations with foreign delegations, represent the president's interests in parliament, and interact with various public, scientific, and cultural organizations both domestically and abroad. Additionally, he will carry out other tasks assigned by the president.
In connection with the introduction of the new position, optimization of several administrative structures supporting the work of the current parliament is planned, as well as the abolition of the position of state advisor.
“The structure of the presidential administration and its management functions will be reformed in accordance with current needs,” Tokayev concluded.
