
To ensure the proper functioning of oncology hospitals in Kyrgyzstan, it is necessary to allocate 4.5 billion soms, which is five times higher than the current budget allocations. This conclusion was made as a result of monitoring two oncology institutions in Bishkek by employees of the KR Ombudsman Institute, as stated in the study.
Human rights organizations emphasize that funding for oncology services has significantly lagged behind actual needs in recent years. From 2018 to 2024, only about 3 million soms per year were allocated for the development of oncology. In the next year, 2024, this amount has been increased to 176 million soms, and in 2025 it is planned to reach 800 million soms. However, even these amounts are significantly lower than what is necessary for full operation.
According to data from the National Oncology Center, 4.5 billion soms are required for the full functioning of the service, which exceeds the allocated funds by five times.
“The lack of funding negatively affects the ability to update medical equipment, acquire consumables, and technically equip departments, including linear accelerators and specialized fixation devices for patients. This leads to delays in treatment and complicates the provision of quality assistance to children, creating risks for timely radiation therapy,” the statement notes.The Ombudsman Institute emphasizes that without increased funding and modernization of the technical base, it is impossible to guarantee citizens their constitutional right to quality medical care.
