In 2026, the Ministry of Construction has been tasked with strengthening the construction of healthcare facilities.

At the meeting of the Committee of the Jogorku Kenesh on industrial policy, transport, architecture, and construction, Deputy Minister of Construction Talantbek Imanakun uulu reported on the directive regarding the activation of healthcare facility construction in 2026.
The committee discussed issues related to the formation of prices for services and works of the Ministry of Construction and Architecture, as well as the increase in prices in the construction sector.

Deputy Kunduuzbek Suimanov asked questions about the criteria for selecting districts for the construction of social facilities and who makes decisions about their distribution.

In response, Imanakun uulu stated that approximately 80 social facilities are currently under construction in the Jalal-Abad region. Suimanov confirmed that he was aware of this information and clarified why, for some projects, particularly standard hospitals, the Ministry of Finance claims there is no funding.

The Deputy Minister, in turn, asked whether the deputy implied that the mentioned facilities are not being built at all. Suimanov clarified that his question specifically concerns the hospital in the village of Uch-Terek.

Imanakun uulu reported that a total of 680 facilities are being constructed in the country. The deputy noted that he took this information into account but again inquired why the standard hospital project is not being implemented in Uch-Terek. To this, the Deputy Minister explained that funding for this facility is not provided by the Ministry of Finance.

Suimanov emphasized that the issue of building a hospital in Uch-Terek has remained unresolved for three years. “This hospital should have been built 40 years ago, but the problem is still not solved. We constantly talk about the social sphere, but healthcare remains underfunded, and the issue of hospitals is not being resolved,” the deputy stated.

Imanakun uulu confirmed that the issue indeed requires attention. He added that in 2024, the construction of 16 healthcare facilities was completed, and in 2025, 26. “It is important to understand that building hospitals is not only about creating buildings but also equipping them with the necessary equipment. In 2026, the task will be to strengthen work specifically in this area,” he noted.

Furthermore, the Deputy Minister added that if previously the opening of 100 facilities per year was considered an achievement, now the pace of construction is such that facilities are not being put into operation in time.

The deputy urged everyone to focus on solving current problems instead of returning to past issues.
