The event was led by Jenala Orozbaeva, head of the Antimonopoly Regulation Service, with the participation of representatives from the Ministry of Economy and Commerce of the Kyrgyz Republic, the Association of Hoteliers and Restaurateurs, as well as entrepreneurs from the public catering sector.
Changes that will come into effect on January 1, 2026, to the Government Resolution of the Kyrgyz Republic No. 560 dated September 30, 2014, were discussed. The main innovations include:
- a ban on separate charges for service, dish presentation, and table setting;
- inclusion of all components of the cost of public catering services in the price indicated in the menu or price list available to the client before placing an order;
- the final payment amount must correspond to the price indicated in the open price list.
Furthermore, it is emphasized that the provision of catering services must be carried out in accordance with the menu or assortment, where prices per unit or portion, as well as the weight of the portion in grams, are indicated. At the same time, the formation of prices for dishes remains at the discretion of the entrepreneurs.
The Antimonopoly Regulation Service also drew attention to the inadmissibility of unjustified price increases. In January 2026, a rise in prices for public catering services was recorded, with some establishments exceeding 15 percent.
Restaurant representatives confirmed that starting from January 1, 2026, the service charge is not listed separately on the bill. They also noted that the revision of dish prices is due to increased costs in the following areas:
- increased rental rates;
- rising utility tariffs and costs of fuel and lubricants;
- increased prices for products used in dish preparation;
- increased operational expenses, including the purchase of inventory (dishes, napkins, etc.);
- higher wages for employees and tax burdens.
Considering the social significance of the issues discussed, the participants of the round table reached an agreement:
- to optimize prices for public catering services;
- to implement discounts on orders and takeout of ready-made dishes at a rate of 10 percent.
The Association of Hoteliers and Restaurateurs will soon prepare analytical information for the Antimonopoly Regulation Service, based on which mechanisms for stabilizing the pricing situation will be developed.
In conclusion, the Antimonopoly Regulation Service strongly reminded the necessity of strictly adhering to the legislation of the Kyrgyz Republic, protecting consumer rights, and unconditionally fulfilling the requirements of the Law of the Kyrgyz Republic "On Consumer Rights Protection."
