Saudi Arabia opens capital market to all foreign investors starting February 1

On Tuesday, the Capital Market Authority of Saudi Arabia (CMA) announced its decision to open its capital market to all foreign investors starting February 1, 2026. This became possible due to changes in the regulatory framework approved by the CMA's board of directors, which allows non-residents to invest directly in the main market, Bloomberg reports.

These changes will enable investors from various countries to participate in the Saudi capital market, promoting diversification and expanding the investor base, as well as supporting the influx of investments and increasing market liquidity.

In its official statement, the CMA emphasized that the changes abolish the status of Qualified Foreign Investor (QFI) in the main market, simplifying access for all foreign investors without the need to meet strict qualification requirements.

By the end of the third quarter of 2025, the volume of investments from international players in the Saudi capital market exceeded 590 billion Saudi riyals, of which approximately 519 billion riyals were in the main market.
