Recapitalization of state enterprises in Kyrgyzstan is expected to reach 11% of GDP by the end of 2025

- Kyrgyzstan is increasing budgetary stimulation to achieve significant economic goals. This is stated in the report of the EFRS for December 2025.

According to forecasts, by the end of 2025, budget expenditures for the recapitalization of state enterprises may amount to 11% of the gross domestic product, which represents an increase of almost eight times over four years.

“Previously, the main recipients of budget funds were loss-making energy companies, such as OJSC 'National Electric Network of Kyrgyzstan' and OJSC 'Electric Stations.' However, in 2025, the list of recipients will be significantly expanded,” the authors of the document emphasize.

More than half of all budget funds allocated for support are directed to the banking (4), construction (1), and transportation (1) sectors.

According to the draft republican budget for 2026–2028, further expansion of the list of enterprises is planned, primarily due to companies in the financial sector.
