In Kyrgyzstan, there is a desire for over 70% of graduates to exceed the threshold score of the ORT.

The Cabinet of Ministers is developing measures to improve the educational system in Kyrgyzstan as part of the National Development Program until 2030.

Among the proposed measures is an increase in the coverage of children aged 3-5 in preschool education to 80% and school education for children aged 6-17 to 98.8%. Additionally, all educational institutions in the country will need to be equipped with ramps for students with disabilities.

In primary school, it is planned that 40% of students will demonstrate achievements at the basic level and above in mathematics, and 55% in reading. The average score on the Unified Republican Testing (ORT) is expected to be around 130, with more than 70% of graduates needing to pass the threshold score of the test.

It is also planned to increase the number of educational institutions with access to high-speed internet and using digital platforms in teaching to 98%, and the share of teachers with laptops for educational purposes to 85%.

Furthermore, an increase in spending on science to 0.5-1% of the gross domestic product is anticipated.

According to data from 2025, about 67% of Kyrgyzstan's graduates were able to pass the threshold score of the ORT, with an average score of approximately 127.
