At the plenary session of the Jogorku Kenesh held on January 21, 2026, Deputy Ulukbek Uzakbaev raised an important issue concerning the drainage system in the Talas region, which has a total length of 289 kilometers.
The deputy noted that most of the drainage channels are open, leading to pollution and siltation. “The Ministry of Agriculture claims that cleaning should be carried out by the Ministry of Emergency Situations, while the Ministry of Emergency Situations refers to the Ministry of Agriculture. As a result of this impasse, local residents have started to clean the channels themselves, as the spring fieldwork approaches,” said Ulukbek Uzakbaev.

He also emphasized that the unclear distribution of responsibility among various agencies forces farmers to clean the channels on their own to protect their crops from flooding and soil salinization.
Additionally, the deputy addressed the issue of electricity restrictions in the Suusamyr Valley and some settlements in the Talas district. Ulukbek Uzakbaev appealed to the government to increase the current limit of 3 kW, as this amount is insufficient for adequate heating of homes and meeting household needs in high-altitude conditions and harsh winter temperatures reaching -30 degrees.
