
The investor fully finances the creation of new hydroelectric power stations without state participation
In Kyrgyzstan, the construction of three new hydroelectric power stations is planned, which will be part of the Kazarman cascade of HPPs. The signing of the investment agreement between the Cabinet of Ministers of the Kyrgyz Republic and the Open Joint Stock Company "Central Asian Investment Holding" took place on August 2, 2025.
This project includes the design, construction, operation, and maintenance of hydroelectric power stations that will generate electricity. The cascade will consist of the following facilities:
Alabugin HPP — 600 MW
Kara-Bulun-1 HPP — 149 MW
Kara-Bulun-2 HPP — 163 MW
The total installed capacity of the new cascade will be 912 MW. As stated in the agreement, the expected investment amount reaches 3 billion US dollars, and all funds will be provided by the investor without state participation, as reported by the Ministry of Energy.
