Border crossing restrictions may negatively impact the economic situation in the country

- At the meeting of the Jogorku Kenesh on March 5, 2026, Deputy Umbetaly Kydyraiev drew attention to the work of the checkpoints on the Kyrgyz-Kazakh border.

He asked the first deputy chairman of the Border Service, Marat Maralbaev, about the number of active checkpoints, who reported that there are 6 checkpoints functioning at the border: "Karkyra," "Chon-Kapka," "Chaldybar," "Ak-Zhol," "Ak-Tilek," and "Tokmok."

Kydyraiev was also interested in the conditions under which the border could be closed from both sides.

According to Maralbaev, decisions on the temporary closure of the border are made depending on the current situation and can be initiated by either the Kazakh or Kyrgyz side.

As an example, he mentioned the border closure in 2020 during the coronavirus pandemic.

The deputy reminded of the case of a unilateral border closure in April 2010, which lasted for 2.5 months. He emphasized the importance of assessing risks and accountability mechanisms when concluding bilateral agreements. Mentioning the treaty on "eternal friendship," he noted that unjustified decisions on restrictions could negatively impact the economy and social situation in the country.

At that time, the deputies were considering the draft law "On the Ratification of the Protocol Amending the Agreement between the Government of the Kyrgyz Republic and the Government of the Republic of Kazakhstan on Checkpoints across the State Border dated December 25, 2003, signed on August 22, 2025, in Bishkek" in the second reading.

The draft law includes amendments regarding the status of the checkpoints "Tomonku-Chuy-road" ("Kamyszanovka-road") and "Kichi-Kapka-road," changing their status from bilateral to multilateral (international), as well as changing the operating mode of the "Tomonku-Chuy-road" checkpoint to round-the-clock.

These changes are aimed at creating favorable conditions for the development of tourism, increasing the cargo and passenger flow, and improving infrastructure.

As a result of the discussion, the deputies approved the draft law in the second reading.
