The Ministry of Labor of Kyrgyzstan explained why some residents of boarding schools do not have documents.

The Ministry of Labor, Social Protection, and Migration of the Kyrgyz Republic manages 17 social stationary institutions where more than 2,000 people reside. This category includes elderly individuals, persons with disabilities, as well as children and adults suffering from psycho-neurological disorders, as reported by the agency.

Documentation:

The Ministry conducts ongoing work to restore and process documents for its wards. However, some situations require more time due to objective circumstances:

Some of the service recipients were born outside of Kyrgyzstan, in former union republics, which requires the provision of a birth certificate or its duplicate to obtain a new passport. Requests sent by staff to the relevant government bodies often go unanswered.

There are also wards with passports from foreign countries.

The third group consists of citizens who did not have a permanent residence before entering social stationary institutions. Due to age and health conditions, they cannot accurately indicate where their passports or birth certificates were issued, complicating the document recovery process.

Despite these challenges, the Ministry, in cooperation with other government bodies, is actively working to address these issues. A simplified documentation mechanism is being developed with their involvement.

As of 2025, in 157 social stationary institutions, 157 individuals did not have identity documents. With the support of the Ministry staff, work is underway to document them, and some wards have already managed to obtain the necessary documents.

Currently, the documentation process is ongoing for 108 service recipients, among whom 15 are in the Lower Serafimovsk institution named after B. Salieva.

Medical Care:

Social stationary institutions are not medical organizations and provide only minimal medical assistance through local clinics and hospitals.

The allocated funds are directed towards the purchase of basic medications and do not replace the state medical assistance system. If necessary, all wards are referred to specialized medical institutions.
