Kultaeva noted that despite existing government programs, young people continue to face a lack of funding for startups, as well as limited opportunities for obtaining interest-free loans and grants.

“Government support for youth entrepreneurship needs to become more active. This area must be developed from an economic perspective, and it should be handed over to the relevant agencies that can adequately assess the needs of the labor market,” the deputy added.

Kultaeva also emphasized the importance of analyzing the requirements of the modern labor market and proposed establishing quotas for students for internships and practices in various organizations.

Deputy Minister of Science, Higher Education, and Innovations Kemel Sadykov confirmed that one of the ministry's priority areas is preparing youth for the challenges of the future labor market.

Sadykov noted that various projects are currently being implemented; however, their scale is insufficient. In 2026, the opening of technoparks in universities and the signing of agreements with companies to provide students with internships and practical training are planned.

According to Kultaeva, the introduction of a quota mechanism is an important step, as employers often refuse young specialists, citing a lack of available positions.
