Introduction of vouchers for future educators
This year, a voucher system for pedagogical specialties has been implemented. Applicants who have passed the nationwide testing can first participate in a competition for a voucher and then choose an educational institution—either public or private. If the cost of education at a private university exceeds the voucher amount, the student will have to cover the difference themselves.The Ministry of Science, Higher Education, and Innovations believes that this system will attract motivated students and make higher pedagogical education more accessible. Since 2025 is a pilot year, it is currently difficult to assess the results.
Cancellation of part-time education
The part-time education format has been abolished. Previously, the government imposed a moratorium on part-time education for legal and economic specialties due to high levels of corruption and oversaturation of the labor market. However, in August, the president signed a decree stating that from the 2026-2027 academic year, enrollment for part-time education will cease across all fields, regardless of the type of educational institution. Students already enrolled in part-time programs will be able to complete their education in this format.In place of part-time education, a remote-digital format is being introduced, which involves daily online learning for students using digital platforms.
Increase in tuition fees
In 2025, there was also a significant increase in tuition fees at universities. Contracts for many specialties have nearly doubled in price. After the moratorium on tuition increases, imposed during the pandemic, was lifted, universities gained the right to set their own contract prices, leading to a sharp rise in the cost of higher education.Merging regional universities with KNU
In 2025, several regional universities were merged with the Kyrgyz National University named after Jusup Balasagyn. Naryn, Talas, and Batken State Universities now operate as branches of KNU.The Ministry of Science, Higher Education, and Innovations is confident that this merger will provide quality education in the regions and diplomas from one of the leading universities in the country. It is also expected to reduce student migration to the capital and support young specialists in their local areas.
New academic year start date
Previously, the academic year in universities and schools began on September 1. Now, according to a government resolution, the start date of the academic year in universities, colleges, and other educational institutions will be determined by the ministry.The duration of the academic year, the schedule of classes, exams, vacations, and types of practical training will be specified in the curricula in accordance with state educational standards.
Cancellation of fines for absences
Previously, students faced fines for absences—about 1,000 soms per class. Many complained about the difficulties of payment, as they had to work to cover the increased contract prices. Now these fines have been abolished. Absences will now be compensated academically.However, deputy Dastan Bekeshev noted that "they removed the business on 'nb', but universities significantly raised contract prices".
Mass expulsions of students
In 2025, mass inspections took place in higher educational institutions, resulting in the expulsion of thousands of students.- In the Issyk-Kul region, 941 students were expelled.
- In the Jalal-Abad region, 2,606 students.
- At KNU named after J. Balasagyn, 2,710 students.
- In the Naryn region, 300 students.
