In 2025, the coverage of preschool education reached 51%

In 2025, 320,013 children aged 3 to 5 gained access to preschool education, which accounts for 51% coverage. Deputy Prime Minister Edil Baisalov announced this information at a national meeting.

He also noted that there are 2,344 kindergartens operating in the republic, of which 490 are private. Compared to 2024, the total number of kindergartens has increased by 347.

Additionally, 560 short-term kindergartens and 60 development centers have been opened across the country, serving 32,200 children. An automated voucher issuance system for preschool institutions has also been implemented through the platform balalyk.edu.gov.kg.

Special assistance programs have allowed low-income families and children with disabilities to receive compensation ranging from 2,000 to 4,560 soms monthly.

A total of 1,236 applications for vouchers have been submitted by parents and legal representatives, of which 572 have been reviewed by the social affairs commission. As a result, 477 children have received voucher status and are now attending private kindergartens, which constitutes 47.7% of the total applications.

There are 258 private preschool educational institutions registered in the "Balalyk" system that are eligible for voucher receipt.

The automated platform "Balalyk" has also created a unified register of all kindergartens in the country, regardless of their ownership structure.

Furthermore, in 2025, 25 kindergarten buildings that were previously illegally privatized were returned to their original purpose.

It should be noted that the national meeting to summarize the results of 2025 took place at "Yntymak Ordo" with the participation of President Sadyr Japarov.

Members of the cabinet of ministers, heads of state bodies, authorized representatives of the president in the regions, mayors of Bishkek and Osh, as well as district akims, also participated in the event.
