Akyilbek Tumonbaev, a deputy of the Jogorku Kenesh, has put forward a proposal to introduce child benefits for all families, not just those in need. The draft law he initiated is already available for discussion on the official website of the parliament.
The proposed new benefit, called "Assistance to residents of high mountainous areas," will be provided for the third and subsequent children until they reach the age of three.
The main goal of this initiative is to eliminate social inequality among families living under the same high-altitude conditions.
According to Tumonbaev, currently, only families with a third child born after January 1, 2026, are entitled to the benefit. As a result, families with third or subsequent children born before this date and who have not yet reached the age of three when the law comes into effect find themselves at a disadvantage.
In addition, Tumonbaev proposed to expand the "Housing Assistance" program so that benefits could be received not only by needy families with children up to 16 years old but also by all families with children up to 12 years old. Furthermore, he suggests increasing monthly payments to heroic mothers to 5,000 soms in addition to existing social benefits.
