According to a Turmush correspondent, the meeting focused on the increasing number of cases of domestic violence in the region.
Participants included representatives from probation agencies in the Panfilov and Jayil districts, as well as human rights defenders and social workers.
The chief specialist of the Panfilov district probation agency, Marat Umetov, reported that in 2025, documents were restored for 11 clients.
“Among them, 7 received passports, and 2 received military IDs. Additionally, together with the labor and social welfare department, benefits were assigned to 2 clients,” he explained.
For example, a 36-year-old woman from the village of Panfilov, suffering from alcohol dependence, found herself in a difficult life situation and committed thefts. In her case, benefits were assigned for three children. Furthermore, clients are provided with medical, legal, and humanitarian assistance, and events for employment and training are organized,” the chief specialist added.
According to Police Lieutenant Colonel Anarbek Alybaev, Deputy Head of the Public Security Service of the Jayil District Department of Internal Affairs, the number of domestic violence cases is increasing every year.
“Domestic violence is one of the most pressing issues. For example, in 2024, 393 cases were registered, and in 2025, their number increased to 653,” he reported.
“If we consider only January, there were 35 cases in 2025, and 77 in 2026. We are conducting various activities to prevent this issue. Additionally, a pilot social program for individuals who have committed violence has been launched,” he added.
At the meeting, chaired by Deputy Akim Farida Abdildaeva, a video presentation was shown. The head of the interregional department of the probation service for Bishkek, Chui, and Talas regions, Nurbek Chagyrbekov, discussed ways to strengthen cooperation between probation agencies and local authorities. Correctional and rehabilitation programs for probation clients were also considered.
At the end of the meeting, participants emphasized the importance of further strengthening cooperation and organizing joint activities.
