Scientists of the National Academy of Sciences expressed their views on the idea of early presidential elections

Scientific experts have criticized the idea of holding early presidential elections in Kyrgyzstan, noting its constitutional and legal inadequacy. This statement was made against the backdrop of discussions surrounding the so-called "letter 75," which is actively circulating in public discourse.

In the official document signed by the President of the National Academy of Sciences, Kanatbek Abdrakhmatov, and the Director of the Institute of State and Law, Doctor of Law Kairat Berdaliev, it is emphasized that calls for the early termination of the current president's powers have no legal basis.

The authors of the appeal emphasize that Sadyr Japarov was elected for a six-year term on January 10, 2021, in accordance with the previously effective legislation.

The applicants stress that the legitimacy of his mandate is beyond doubt.

With the adoption of the new Constitution in the referendum on April 11, 2021, which established a five-year term for the president, it was legislatively confirmed that the head of state elected on January 10, 2021, would remain in office for six years. This term is considered the first.

Furthermore, the document reminds that in April 2025, amendments were made to the constitutional law on elections, according to which the next presidential elections should take place on the fourth Sunday of January in the year when the term of office expires.

The authors of the statement believe that the demands for early elections contradict the principles of the rule of law and could destabilize the government.

The document also contains an assessment of the economic arguments presented in "letter 75."

Academics argue that the increase in external debt from $4.2 billion to $5.4 billion is related to the implementation of infrastructure projects and the transition to a "development debt" model. At the same time, the revenue part of the budget has increased more than fourfold, and gold and foreign exchange reserves have risen from $2.8 billion to $10 billion.

The authors of the appeal also point out that inflation in the country is mainly of an imported nature. Nevertheless, measures to index pensions, benefits, and salaries have contributed to the growth of real incomes for citizens. It is also noted that the number of Kyrgyz citizens living in Russia has decreased from 900,000 to 341,000, which is associated with an increase in business activity within the country.

In conclusion, representatives of the scientific community emphasized the lack of legal grounds for holding early elections and expressed support for the current course of the republican leadership, calling for unity in society and adherence to the Constitution.
