The Ministry of Foreign Affairs of the Kyrgyz Republic considers the Russian application "Amina" a simplification for migrants.

During a meeting of the committee of the Jogorku Kenesh, which deals with issues of science, education, and information technology, Deputy Gulsharkan Kultaeva expressed concern about the difficulties faced by Kyrgyz migrants in Russia due to the "Amina" application.

She emphasized that the application requires users to provide their registration address within three days, or they risk being blacklisted, which could lead to deportation. Kultaeva noted that the application also tracks location, and if, for example, a migrant working as a truck driver leaves for several days, upon returning, they may find themselves on the blacklist. "Migrants are facing difficulties. The EAEU rules imply free movement of labor, but they are not working. It is necessary to conclude agreements with Russia similar to those with other countries to improve conditions for labor migrants," the deputy added.

Deputy Foreign Minister Almaz Imangaziev expressed the opinion that the "Amina" application indeed simplifies the accounting of migrants.

He reported that a pilot project has been launched in Moscow and the Moscow region, allowing migrants to register through the application, which significantly reduces the level of bureaucracy. During a meeting with Russian colleagues in December 2025, it was stated that some requirements would be softened, while others may become stricter.

Imangaziev also noted that work on solving the problems of migrants continues.

The pilot project started in the Moscow region on September 1, 2025, and requires mandatory installation of the "Amina" mobile application for citizens from Uzbekistan, Tajikistan, Kyrgyzstan, Armenia, Kazakhstan, Georgia, Azerbaijan, Moldova, and Ukraine coming to Moscow and the Moscow region for work.
