The draft was developed in response to instructions from the presidential administration and aims to align national legislation with the technical standards of the Customs Union, specifically with the regulations of TR TS 018/2011 concerning the safety of wheeled vehicles. Authorities emphasize that the new rules will help simplify the process of modifying vehicles and eliminate legal ambiguities that have complicated the registration process.
According to the proposed draft, it is planned to:
- clarify the procedure for making changes to vehicle designs, including the sequence of procedures and requirements for necessary documents;
- introduce uniform requirements for assessing the safety of vehicles after their modification;
- strengthen the responsibility of organizations involved in the installation of gas cylinder equipment, including requirements for personnel qualifications;
- designate a government body that will exercise control and supervision in this area;
- implement the possibility of submitting applications and documents in electronic format through government services.
Special attention is given to the need to update regulations in light of the increasing cases of gas cylinder equipment installation and the condition of the vehicle fleet, where many cars are modified without adhering to necessary safety measures.
The draft also proposes to repeal three previously existing government resolutions (from 2016, 2017, and 2023) that regulated the vehicle modification process.
The document notes that the introduction of new rules will not require additional costs from the state budget.
The new rules will come into effect one week after their official publication.
