A draft order from the Ministry of Natural Resources, Ecology, and Technical Supervision of the Kyrgyz Republic has appeared on the public discussion portal, concerning the approval of the procedure for state control over emissions of pollutants from mobile sources. This step is aimed at implementing Articles 18 and 20 of the Law of the Kyrgyz Republic "On Air Protection," which is a key direction in the state policy for environmental protection and public health.

Currently, there is no specific regulatory act in the country that regulates control over emissions of pollutants from vehicles and other mobile sources, adapted to the realities of Kyrgyzstan. The adoption of the new order will establish the legal and organizational foundations for control in this area, ensuring uniform application of the law and increasing the effectiveness of measures to reduce negative impacts on the atmosphere.

This document has also been developed to implement the requirements of the technical regulation of the Customs Union TR TS 018/2011 "On the Safety of Wheeled Vehicles," which guarantees compliance with mandatory standards for vehicles in operation.

The lack of current and relevant regulatory frameworks complicates the work of government agencies, reducing the effectiveness of measures to prevent violations in the field of environmental protection and negatively impacting public health.

The draft of the new procedure proposes the formation of unified rules for controlling emissions from vehicles and other mobile sources, corresponding to current conditions. Control will be carried out by the Environmental and Technical Supervision Service, with clear documentation of requirements, verification procedures, and mechanisms aimed at minimizing the impact of transport on the atmosphere.
