Bekeshev proposed to bring back LED screens on buildings so that homeowners' associations could earn from advertising.

Today, March 2, at a meeting of the committee of the Jogorku Kenesh on science, education, and information technologies, deputy Dastan Bekeshev proposed to allow the installation of LED screens on multi-story buildings. This statement became part of his draft law, which, however, was not supported by his colleagues.

He reminded that the president had previously imposed a ban on the placement of such advertising screens in Bishkek, which, according to him, was the right step. Bekeshev believes that in the 21st century, the capital should utilize modern advertising methods. Nevertheless, he pointed out that the city hall and the Bishkek City Council did not consider all aspects and prohibited the installation of LED screens, allowing it only for large commercial facilities.

In Bekeshev's opinion, homeowners' associations should be given the opportunity to install such screens on their buildings located away from major highways. He is confident that this will help homeowners' associations generate additional funds for the improvement and repair of residential buildings.

The deputy noted: "The Constitution states that restrictions on economic activity can only be imposed at the legislative level, while the city hall and the Bishkek City Council established such a ban through their resolutions. As a result, homeowners' associations are now forced to seek funding from the government for the repair of their entrances and other needs."

Some deputies expressed concerns that this could lead to chaos in the city, while others supported the initiative, emphasizing the importance of supporting entrepreneurship.

Chairwoman Toktobubu Ashimbaeva noted the presence of serious contradictions in the draft law, adding that when these issues are resolved in the second reading, the concept of the document may change. Ultimately, the committee decided to reject the proposed amendments to the advertising law.
