
According to the initiator, homeowners' associations have lost a source of income that they could use to maintain their buildings.
During a meeting of the committee of the Jogorku Kenesh, which deals with issues of science, education, information technology, culture, sports, and youth policy, a draft law concerning amendments to the Law "On Advertising" was discussed.
The initiative was voiced by deputy Dastan Bekeshev.
He proposed to make amendments allowing homeowners' associations to install LED screens on the facades of high-rise buildings in the residential areas of the capital.
The deputy reminded that in 2024, the Bishkek city council adopted a resolution on the design code, according to which shopping centers are allowed to place LED screens, while for other objects this is prohibited.
Bekeshev noted that previously homeowners' associations could earn income from advertising placed on the roofs and walls of buildings, but now this is completely banned.
“They refer to architectural norms and fire safety requirements. However, there is an exception for shopping centers. Why such a rule is not applied to all buildings remains unclear,” he said.
According to Dastan Bekeshev, homeowners' associations turn to him for financial assistance, but he is unable to help.
Bishkek's vice-mayor Azamat Kadyrov emphasized in response that the goal of developing the design code was to improve the external appearance of the capital. He added that if advertising placement is not coordinated with local authorities, it could lead to chaotic installations and a deterioration of the city's appearance.
“We are against the installation of LED screens on main roads, but we are ready to consider the possibility on internal streets that do not lead to central highways,” the vice-mayor reported.
Kadyrov also explained that the permissions for shopping centers are due to the fact that they are originally created as commercial entities.
“Many residential buildings were built during the Soviet era, and their technical condition needs to be taken into account. If we allow the installation of screens without analysis, it could lead to problems,” he added.
During the discussion, most committee members expressed opposition to the proposed draft law.
As a result of the vote, the draft law was not approved in the committee.
