According to the draft presidential decree prepared by local authorities and put up for public discussion, Bishkek is facing a serious shortage of parking spaces. This leads to chaos on the roads, with cars parked on the roadway, sidewalks, and lawns, reducing traffic capacity and creating dangerous conditions for pedestrians.
This situation negatively impacts the ecology and traffic conditions in the city, exacerbating the shortage of parking spaces.The city administration points out that the situation is worsened by the actions of some citizens who regularly park their cars in green zones and areas designated for landscaping. These actions harm green spaces and disrupt the appearance of urban infrastructure. Additionally, improperly parked cars contribute to traffic jams.
Citing the Law "On Normative Legal Acts of the Kyrgyz Republic," the project initiator noted that the president can introduce temporary regulation of public relations for up to one year to test new approaches.
The municipality believes that the adoption of this decree will help relieve the road network and create more comfortable conditions for motorists, as well as enhance road safety in Bishkek. If this project is successfully implemented, relevant legal acts may be developed.
If the decree is signed by the president, the city administration is proposed to:
- develop a procedure regulating the creation of parking spaces by owners of individual residential houses on designated construction sites, as well as establish tariffs for these services;
- prepare draft legal acts in the established manner that will grant owners of individual residential houses the right to organize parking zones, based on the positive results of the pilot project.
