Local residents speculate that it could have been a commercial flight. The Ministry of Emergency Situations offers helicopter rental services for both individuals and legal entities on a commercial basis.

It is also possible to rent the heavy transport helicopter “Mi-8MTV,” which is used for transporting large groups, at a cost of approximately 2,300 dollars per hour.
