Struggle for Clean Air: Bans, Fines, and Large-Scale Gasification

A set of measures aimed at reducing air pollution and improving the environmental situation has been launched in the country. This was reported by the Ministry of Natural Resources, Ecology, and Technical Supervision.

The process is coordinated by an interdepartmental commission headed by Minister Maratbek Mashiev. The new composition of this commission, which was approved by a cabinet order, includes representatives from 25 ministries and agencies, as well as deputies of the Jogorku Kenesh. This has significantly improved intersectoral interaction and coordination in the field of ecology.

One of the most significant achievements has been the improvement of access to gasification for citizens. In accordance with a government decree, the population is offered preferential loans for the gasification of homes of up to 150,000 soms at an interest rate of 3% per annum (previously the rate was 8%). As a result, more than 51,000 households in Bishkek are already connected to gas, which has allowed for a reduction in coal consumption by about 100,000 tons.

To protect the health of citizens, a resolution has been adopted prohibiting the import, sale, storage, and use of bulk coal with a fraction of 0–13 millimeters in the Chui region and Bishkek. Exceptions are made only for heat-generating enterprises.

The Ministry has also strengthened control over compliance with environmental standards — raids are being conducted across the country to check emissions from both vehicles and enterprises. In 2025, 202 protocols have already been drawn up for exceeding emission standards, with a total fine amount for motorists of 3.7 million soms, and for economic entities — 450 protocols amounting to 9.87 million soms. Additionally, 3,795 organizations have received notifications about the need to comply with environmental standards.

Furthermore, the Ministry of Natural Resources is actively participating in the creation of a natural-ecological framework for Bishkek, which is expected to improve the environmental situation and enhance the quality of life for local residents.
