Mothers of many children will receive up to 2 million soms under the 'Bala Berek' program.

The Ministry of Justice has published the rules for making payments.


In Kyrgyzstan, a new procedure for making payments under the "Bala Berek" program has been adopted, as reported by the Ministry of Justice.

This support measure is intended for mothers of many children living in high-altitude and hard-to-reach areas of the country.

The start of payments is scheduled for January 1, 2026, for mothers (who are citizens of the Kyrgyz Republic or Kairylmans) who have given birth to a fourth child and subsequent children. The allowance will be available when the child turns one year old.

The payment amounts under the "Bala Berek" program are as follows:

- 4th child — 100,000 soms;

- 5th child — 600,000 soms;

- 6th child — 800,000 soms;

- 7th child — 1 million soms;

- 8th child — 1.2 million soms;

- 9th child — 1.5 million soms;

- 10th and subsequent children — 2 million soms.

To receive the allowance, certain conditions must be met:

Residence: the mother must have lived in a high-altitude or hard-to-reach area for at least two years at the time of application.

Deadlines: an application must be submitted within six months after the child turns one year old.

Order: previous children are also taken into account, including those who have died (with a birth certificate available).

A one-time "Bala Berek" payment will not be provided in the following cases:

- if the applicant submits false documents;

- if the children are under full state care;

- in the absence of documents confirming permanent residence in high-altitude and remote areas;

- if the mother of many children is not a citizen of the Kyrgyz Republic (except for Kairylmans);

- in the event of the child's death before reaching one year;

- if registered citizens do not actually reside in high-altitude and hard-to-reach areas;

- if the mother is deprived of or restricted in parental rights, declared missing or incapacitated, is in a medical institution, serving a sentence, evading child-rearing or protecting their rights;

- if the mother works on a rotational or seasonal basis in high-altitude areas and does not reside there permanently.

Applications can be submitted electronically through the "Tunduk" system or in person at the territorial office of the Ministry of Labor, Social Security, and Migration.

A decision on the application will be made within five working days. If the decision is positive, the funds will be transferred to the applicant's bank account within two working days.

The program is funded from the republican budget. In the event of the mother's death before the child reaches one year, a state children's deposit will be opened in the child's name.
