Among the proposed changes to the law "On Administrative-Territorial Units at the Level of Aiyl Aimaks and Cities of the KR" is the replacement of the word "Jalal-Abad" with "Manas" in Article 2.
It is also planned to clarify the administrative boundaries of the city of Gulcho, which will be approved based on a new schematic map and a description of the boundary in the appendix to the law.
An important aspect of the changes is the exclusion of references to kurultays from the text of the Law "On Local State Administration and Local Self-Government Bodies," including articles concerning the powers and functions of local authorities.
In addition, the procedure for dissolving local keneshes is being clarified. In the event of a change in the boundaries of an administrative-territorial unit that requires reorganization, the presidential decree on the dissolution of the local kenesh must be issued within 30 days from the date the corresponding law comes into force, unless otherwise provided by the law itself.
It is important to note that renaming an administrative-territorial unit without changing its boundaries will not be considered reorganization and, therefore, will not lead to the dissolution of the local kenesh.
Another piece of news is the introduction of an obligation for local self-government bodies to monitor compliance with norms regarding the format, scale, and procedure for conducting family and ritual events.
In the justification for the draft law, it is emphasized that the proposed changes are comprehensive and systemic, aimed at updating legislation, increasing the efficiency of local government bodies, and optimizing budget expenditures.
The developers are confident that the adoption of this draft law will not lead to negative social, economic, legal, or other consequences.
