Former Prime Minister proposed the creation of a Special State Commission


Felix Kulov, the former Prime Minister, expressed the opinion that recent events in the country are lifting the veil of secrecy over what has long been concealed. The politician shared his thoughts on social media.

“In light of the recent personnel decisions by the President of the Kyrgyz Republic, Sadyr Japarov, society has witnessed significant, albeit complex, steps aimed at strengthening state power and protecting constitutional foundations,” he noted.

The dismissal of Kamchybek Tashiev from his position, as well as the detention and subsequent release of several ministers and employees of the State Committee for National Security, demonstrates that for the president, the interests of the country and the law are more important than personal connections.

The president showed nobility and generosity towards his long-time associate, noting that in time, he will understand how important this decision was. This speaks to a high level of political maturity and responsibility on the part of the head of state.

However, one cannot ignore the alarming signals that have begun to resonate in society. After the detentions of national security personnel, citizens began to express concerns about possible abuses and illegal actions that they had previously not dared to discuss.

In December of last year, at the Kurultai, the president openly criticized the work of the special services, pointing out the "excesses" and violations of the law committed by some of their employees.

These words, spoken from the highest state podium, carry a deeper meaning and signal the need for a systemic reassessment of the current situation.

Unfortunately, instead of responding constructively, some forces attempted to politicize the situation, which was manifested, in particular, in an appeal from 75 public figures. This creates a potential threat to the stability of the constitutional order and public stability.

In such conditions, the decisive actions of the president were not only justified but also necessary.

Today, what has long remained hidden under the seals of secrecy is beginning to be revealed. Many honest employees within the system may not have even suspected the existence of negative practices within their agencies.

By the president's directive, work has begun to cleanse the system, and investigative bodies must provide a legal assessment of the actions of specific individuals – this is their direct obligation.

However, legal assessment is only part of the process. A political reassessment of what has happened is also necessary, aimed not at repression, but at restoring public trust in the authorities.

In this regard, it is advisable to consider the issue of creating a Special State Commission that will analyze the causes and conditions that contributed to the violations and develop recommendations for their prevention in the future.

It is important to emphasize that this is not about a punitive body, but about a platform for open and professional analysis. The commission should include respected lawyers, representatives of the scientific community, the civil sector, and human rights defenders known for their principled positions. This will ensure balance, transparency, and public trust in the results of its work.

At the same time, there is a need to create a commission that will prepare proposals for improving the system of public administration at a new stage of the country's development.

The period when the state acted as a "fire brigade," addressing problems accumulated over the years, has successfully fulfilled its historical mission. Important results have been achieved in strengthening executive discipline and centralizing responsibility.

Now a new stage is necessary – institutional development. Strengthening the presidential vertical must be combined with reasonable delegation of powers and responsibilities throughout the management system. It is necessary to expand the real managerial and economic powers of local government bodies, allowing them to independently address local issues in the interests of the population.

The situation where citizens are mass appealing to the head of state regarding everyday and local problems does not indicate trust, but rather insufficient effectiveness of the middle management level.

The state system must be organized in such a way that problems are solved at the level where they arise.

The recent decisions of the president are not manifestations of weakness or crisis, but steps towards healing the system and transitioning to a more mature model of governance. History shows that true strength of a leader lies not in maintaining the status quo, but in the ability to make difficult decisions for the future of the country.

Kyrgyzstan is entering a period of deep institutional transformation. The success of the initiated reforms will determine the stability of the state, public trust, and development prospects for decades to come,” Kulov concluded.
