Kulov noted that the removal of Kamchybek Tashiev from the position of Chairman of the State National Security Committee, as well as the detention and dismissal of several ministers and security service employees, indicates that the interests of the state and the law take precedence for the president over personal connections.
In Felix Kulov's opinion, the president's "nobility and generosity" towards his longtime associate also speaks to his political maturity and responsibility.
He also drew attention to alarming signals in society that emerged after the detentions of security service employees. According to him, many previously feared to speak out about possible abuses within the national security agencies. Kulov recalled that at the Kurultai in December 2025, the president openly criticized the "excesses" and violations by some officials.
The former prime minister believes that the president's decisive actions became necessary in light of attempts to politicize the situation, including after the appeal of 75 public figures.
He proposed creating a special state commission under the president's leadership to analyze the causes and conditions related to the violations, as well as to develop recommendations for their prevention in the future.
Kulov emphasized that this commission should not become a punitive body but should serve as a professional platform for open analysis. In his view, it should include authoritative lawyers, representatives of the scientific community, the civil sector, and human rights defenders.
Additionally, Kulov suggests establishing a separate commission to develop proposals for improving the system of public administration at this new stage of the country's development.
According to the politician, the period when the state operated in "firefighting mode," addressing accumulated problems, has generally fulfilled its historical mission. Now, in his opinion, it is time to transition to institutional development.
He noted that the strengthening of the vertical of presidential power should be combined with the delegation of powers and responsibilities to local government bodies. In Kulov's view, the mass appeals of citizens to the president on everyday issues indicate the insufficient effectiveness of the middle management level.
In conclusion, Kulov emphasized that the current decisions of the president are not a sign of a crisis but rather a step towards the rehabilitation of the system and a transition to a more mature model of governance. "History shows that the true strength of a leader lies in the ability to make difficult decisions in a timely manner for the future of their country," he noted.
