At a meeting of the Jogorku Kenesh, where the draft law "On State Awards, Honorary Titles, and State Prizes of the Kyrgyz Republic" was discussed, Deputy Mahabat Mavlyanova raised the issue of corruption related to the awarding of the "Batyr Ene" order. She noted that the demographic situation is of immense importance for any state.

“An increase in the population positively affects the economic development of the country. In our republic, there are many heroic mothers, but many of them cannot receive the awards they deserve. The process of obtaining the order requires a multitude of documents. Some of these women have already reached the age of eighty, while their children are young, aged 20-30, and often work abroad,” she emphasized.

Mavlyanova also mentioned that there is a prevailing opinion in society about the possibility of obtaining the order through a bribe of 15,000-20,000 soms. In this regard, she called on the relevant authorities to systematize data on heroic mothers and to assign them awards more fairly. “In the future, it is necessary to amend the law so that the title of 'Batyr Ene' is automatically granted to women who give birth to a seventh child,” the deputy added.

In response to these statements, Justice Minister Ayaz Bayetov acknowledged the existence of bureaucratic obstacles in the process of awarding this title. He noted that, in addition to the fact of giving birth to children, there are certain criteria for selection. However, at present, state bodies have been instructed to collect documents for awards through the "Tunduk" portal, which will help reduce bureaucratic procedures,” he concluded.
